Criminals, often free of the ruinous limitations of closed-ended and mechanistic systems, regularly use the latest versions of operating systems, software, and hardware, while their antithetic counterparts in law enforcement are forced to make due with antiquated technology, sometimes resulting in less than adequate investigative techniques. Policing under such conditions only exacerbates the ever-widening technology gap between the "good guys" and the "bad guys."
